Horseshoe Craighurst Master Plan

The Horseshoe Craighurst Corridor (HCC) Landowners Group Inc. (the “Landowners”) and the Township of Oro-Medonte, as co-proponents, have completed a Water, Wastewater and Transportation Master Plan to identify a long-term servicing plan for future development of the Craighurst and Horseshoe Valley settlement areas.

The study followed the Municipal Engineers Association (MEA) Master Planning process Approach #2, as outlined in the MEA Class EA (October 2000, as amended October 2007, 2011 & 2015) document. The Master Plan carried out the requirements for Schedule A, A+ and B projects, and set the stage for future Schedule C projects. The study defined existing problems and opportunities, and considered and evaluated alternative solutions to ultimately identify the preferred water, wastewater and transportation servicing strategy.

The Notice of Completion of the Horseshoe Craighurst Corridor Water, Wastewater and Transportation Master Plan​ was completed on December 19, 2020. To review the full report and Consultant recommendations please use links under Additional Information.

Project Update

To date, the required Schedule C Municipal Class Environmental Assessment (MCEA) related to wastewater servicing for Horseshoe Valley has not been initiated. 

A Schedule C Municipal Class Environmental Assessment (MCEA) includes but is not limited to reports of studies undertaken on various elements of the environment as well as describing alternative designs that were considered for the preferred solution. Public consultation is a vital part of the MCEA process in Ontario and is completed at various intervals during the process. 

The Township will continue to share project information on the Township website, with Council and the public, and invite participation for comments and stakeholder participation per the MCEA process and our commitment to public engagement.
