Orillia Special Council Meeting

On Tuesday, February 4, 2025 from 12:00PM to 4:00PM, Orillia City Council will deliberate on critical decisions related to Orillia’s future growth and development, addressing two major topics, including the Boundary Review Process and Official Plan Review.

How to Participate in the City of Orillia's Meeting

Residents wishing to address Council during the special meeting on Feb. 4 can register for Open Public Forum by emailing councilservices@orillia.ca no later than 8 a.m. on the day of the meeting. The Open Public Forum is limited to one hour, with each speaker allotted three minutes. A maximum of 20 speakers will be accepted on a first-come, first-served basis. Written comments can also be submitted to
planning@orillia.ca.

The meeting will be held in person in the Council Chamber at Orillia City Centre (50 Andrew St. S.). It may also be livestreamed on the City’s YouTube channel. All materials being presented are available for review at orillia.ca/OfficialPlan.

A Municipal Comprehensive Review (MCR) is a long-range land use planning proc​ess.  It is the technical process which the City of Orillia will use to inform and update a new Official Plan and apply the policies of the Province's Growth Plan. 

In 2021, the City of Orillia requested to have Hemson Consulting Ltd. present their Final Report regarding the Land Needs Assessment (LNA) for the City in order to implement the Growth Plan for the Greater Golden Horseshoe. This was one of three reports completed by Hemson​ Consulting Ltd. as part of the City's municipal comprehensive review (MCR) that is currently underway. Hemson Consulting also completed an Intensification Strategy and the Employment Land Strategy. 

The City of Orillia is required to accommodate a growth forecast of 49,000 people and 26,000 employees by 2051. The LNA indicated the City has insufficient land area to accommodate the amount of population and employment growth to the year 2051 within its current municipal boundaries.​​

As the process moves forward and additional information is provided to the Township of Oro-Medonte, updates will be included on this page.
